Understanding the history and current funding structure of pupil transportation programs is essential for any School Board Member, Superintendent, Chief Business Official and Transportation Leader. It is essential to understand an organization’s operating cost break-down to related school bus transportation (General Education & Special Education), alternative transportation, contractual transportation as well as an organizations non-transportation fleet. Far too often, PTI has discovered inflated operations expense identified within a budget due to the lack of understanding and importance of separation of costs. In today’s climate of increasing general budget contributions to augment student transportation expense, having the ability to make sound operational decisions based on an accurate picture of an organization’s dedicated pupil transportation expense by type of service is critical to student transportation support.
